Актуальность: определяется необходимостью на постоянной основе проводить мониторинг доверия граждан к деятельности полиции, так как это является одним из ключевых показателей эффективности деятельности МВД России. Постановка проблемы: начиная со дня образования полиции, вопрос доверия населения к ней играл важную роль в государственном управлении страны. Исследователи видят прямую зависимость между уровнем доверия населения к полиции и безопасностью граждан в стране. Вместе с тем в период социальной напряженности, связанной с СВО, проблема приобретает большие масштабы. Решением проблемы может быть использование выявленных в ходе нашего анализа, проведенного на примере опыта XVIII-XIX вв., факторов и условий, влияющих на уровень доверия граждан к полиции. Цель исследования: на основе анализа выявить факторы и условия, способствующие состоянию уровня доверия населения к полиции XVIII-XIX вв. и определение возможностей использования результатов в современных условиях. Методы: анализ научных источников, контент-анализ литературы, синтез. Выводы: при проектировании работы, направленной на повышение уровня доверия граждан к полиции, учитывать историко-правовой опыт XVIII-XIX вв.

Relevance: determined by the need to monitor citizens’ trust in the police on an ongoing basis, as this is one of the key indicators of the effectiveness of the Russian Ministry of Internal Affairs. Problem statement: since the establishment of the police, the issue of public trust has played an important role in the country’s governance. Researchers have observed a direct correlation between public trust in the police and the safety of citizens in the country. However, during the period of social tension associated with the Special Military Operation, the issue has gained significant prominence. The solution to the problem may be the use of factors and conditions identified in our analysis based on the experience of the 18th and 19th centuries, which affect the level of citizens’ trust in the police. The purpose of the study is to identify the factors and conditions that contributed to the level of citizens’ trust in the police in the 18th and 19th centuries, based on an analysis, and to determine the possibilities of using the results in modern conditions. The methods used are analysis of scientific sources, content analysis of literature, and synthesis. The findings suggest that when designing measures to increase citizens’ trust in the police, it is important to consider the historical and legal experience of the 18th and 19th centuries.
